The General Services Administration's (GSA) Automated Advanced Acquisition Program (AAAP) is an online offer portal and procurement process that provides Lessors with the opportunity to offer building space for lease to the Federal Government. By way of the AAAP, lessors submit their final proposal revisions with consideration to general requirements outlined in a Request for Lease Proposals (RLP) document, in advance of an identified specific agency need or requirement. When the GSA identifies an agency requirement that would qualify for the AAAP, the requirement is compared against the submitted offers in the AAAP database. Those offers that meet the agency's requirements (i.e. delineated area, square footage, other specific requirements) are ranked by net present value and the lowest priced offer is identified as the apparent successful offeror. If the identified offer passes a final review of the space and is determined to meet all the Agency’s specific requirements, an award is made to that offeror.
