Annual Comprehensive Review (ACR) Reports

The Federal Advisory Committee Act (FACA) requires that GSA annually conduct a comprehensive review of each advisory committee's activities and responsibilities to determine whether the committee is carrying out its purpose, whether its assigned responsibilities should be revised, whether it should be merged with other advisory committees, or whether it should be terminated. GSA fulfills this requirement by completing the Annual Comprehensive Review (ACR) of federal advisory committees, using the FACA database, www.facadatabase.gov, which is centrally supported by the General Services Administration's Committee Management Secretariat. Advisory committee data encompass committee costs, members, meetings, recommendations, committee topic areas, and more.

The ACR Reports (also known as ACR Files) consist of reports that are run each year after the completion of the ACR. The reports provide specific details for all advisory committees as follows:

• Authority Report - lists advisory committees with the highest Total Cost grouped by the Establishing Authority;
• Committee Function Report - lists advisory committees with the highest Total Cost grouped by the Committee Function;
• Personnel Payments Report - lists advisory committees with the highest Non-Federal Personnel Payments costs grouped by Establishing Authority;
• Personnel Payments Details Report - lists advisory committees with the highest Non-Federal Personnel Payments costs with specific details grouped by Establishment Authority; and
• Committee List Report - lists advisory committees with costs and specific details for each Agency/Committee grouped by agencies and their committees.
